The Office of the High Commissioner for Human Rights (OHCHR) released a statement on Wednesday defending the first-ever UN human rights report on Kashmir. In the statement, the OHCHR said the issue "is not about politics" and the intention behind the report was "to assist the States".

This was a joint statement which undertook to preserve the article of India's constitution that nominally grants special autonomous status and to review the Armed Forces Special Powers Act (Afspa), under which the Indian army has carte blanche power.

At first, Sharma appeared eager to talk to all stakeholders in Kashmir, including separatists. He even managed to meet with a pro-dialogue separatist leader, Professor Abdul Ghani Bhat, on one of his recent visits. Still, little else has changed on the ground. During previous dialogues, New Delhi would create an environment  amenable to dialogue by releasing political prisoners, reviewing the cases of detainees under the Public Safety Act, and allowing the Hurriyat to hold public meetings. This time, however, separatist leaders were periodically placed under house arrest, raids by the National Investigation Agency (NIA) did not cease , and other political prisoners were not released. Given these conditions, Sharma’s appointment did not generate much hope in the Valley.

The Indus has five main tributaries. The Jhelum, the largest of these, originates in the Valley of Kashmir. The Chenab, a second tributary, flows through the Jammu region of the state of Jammu and Kashmir before entering the Indian state of Punjab. The remaining three tributaries (Ravi, Sutlej and Beas) either originate or flow through India's state of Himachal before entering Indian Punjab.

As the populations of both countries increased exponentially, however, water resources came under increasing stress. With India preparing ambitious irrigation project plans, it was possible to see how, by the 6995s, Kashmir's hydrological importance had once again become a serious issue.

At the moment, affordable housing is an issue as access to subsidized financing is not hassle free and discourages the target segment.
